Bristol Township Officials Sued by North Wales Contractor

The lawsuit claims that the township worked with a local couple to falsify a code violation notice that was submitted to the Montgomery County-based company.

A federal lawsuit has been filed against Bristol Township officials by a North Wales-based construction company that claims township representatives worked with a local couple to falsely file code violation notices against the company, according to the Pennsylvania Record.

According to the article, Paradigm Development and Construction LLC, began building an addition to John and Patricia Conard's home in 2009. In the fall of 2010, work stopped because the Conards had missed payments to Paradigm, the article says.

In early 2011, the article says, Paradigm received a notice from Bristol Township that listed 37 inspection violations on the property and charged the company $1,000 per day for the code violations. Paradigm claims that the Conards and township officials worked together to formulate the letter as a defense to any breach of contract claims filed by the construction company.

Among the defendants named in the lawsuit are the Conards, the Bristol Township government; the township Department of Building, Planning and Inspection; Glen M. Kucher, the director of building, planning and zoning for the township; Building Inspection Underwriters of PA Inc.; Bristol building inspectors Harry J. Williams, Michael McLaughlin and Paul Buchhofer; and Township Manager Jeffrey Bartlett.
